NEW ORLEANS (AP) — Plans by the Port of South Louisiana to purchase what was once a major New Orleans area shipyard for construction of military vessels have been delayed. The port announced in January its intent to purchase the old Avondale Shipyard site from the current owner, port terminal operator T. Parker Host. However, The Times-Picayune/The New Orleans Advocate reported Wednesday that the purchase has been put off after port officials faced questions last month from the state Bond Commission. Host bought the site in 2018, roughly four years after the shipyard that once employed thousands was shuttered. The proposed purchase would require more than $400 million in public financing.

The latest hurdle comes from a slow-moving threat — a mass influx of salt water from the Gulf of Mexico that is creeping up the drought-stricken Mississippi River. The issue is forcing farmers to brainstorm other ways to irrigate their crops with fresh water — including storing the little rain water they’ve gotten this summer, hauling in fresh water and establishing makeshift salination treatment facilities. Typically, the mighty flow of the Mississippi is enough to keep mass amounts of salt water from reaching too far inland. While officials believe adult citrus trees will be okay, seedlings are much more sensitive to salt water. Over the years some citrus farmers have focused on seedlings — shipping them to garden centers across the country and as far north as Canada.

Many communities in south Louisiana rely on the Mississippi’s fresh water, with their water intake treatment facilities located along the river. Unimpeded salt water continues to creep upriver and threatens municipal drinking water. Edwards warns that other parishes may soon be affected by the salt water, including Orleans, St. Bernard and Jefferson. Instead, residents will be notified in advance if salt water will affect their area. It is considered "green" if produced with renewable energy and "gray" if the process is fueled with carbon-emitting natural gas. "When we get to the Gulf, (offshore wind) will start becoming much more disconnected from the grid," said Cheryl Stahl, principal project manager at risk assessment firm DNV. In comments to BOEM on the planned Gulf sale earlier this year, those three companies noted the potential of offshore wind to produce green hydrogen in the region. "The Gulf of Mexico is uniquely situated to facilitate and benefit from green hydrogen production via offshore wind," Shell said in April, pointing to the region's existing port and pipeline infrastructure as well as new federal funding for green hydrogen development. The American Clean Power Association, a trade group that represents offshore wind and other renewable energy developers, also said in its comments to BOEM that green hydrogen would "increase market viability of offshore wind."
